Hold no bars would seem like the freer choice on first thought, but I like the idea of everyone forced to create something different out of a single scan or something, to force people to do something other than a single scan copy.
Like maybe how you interpret the scan can reflect the feel of the music in said album.
Do like the album cover idea, though.

Well, I kinda know what I want to do, but suggestions are always a bonus.
My thoughts were to either design an album (which I guess would be pretty vague, since album covers can look like pretty much anything), or to re-create an album cover that already exists using anime/manga/japanese artbook images. The second one would make more sense, and probably be more doable (as far as adhereing to a guideline, since a no-holds-bar-type contest would lack... depth, I guess).
